Personally when I bought my mill I got a 12 mm (1/2") carbide end mill as my main workhorse and one smaller size for detail work. I am not sure if a benchtop mill might be better off with a 10 mm (3/8") diameter end mill .
Dry Hammer milling is your best option if you need those particle sizes, a roller mill will let some whole/half grains through. The grain needs to go through a screen to guarantee particle size. You would need magnet protection before the mill and a grate for large impurities.
